Job Summary

The Enrollment Agent will assume all responsibilities in the oversight of the success of this department. The Enrollment Agent will work with and ensure compliance with standards set forth by the NYS Office of Children and Family Services (OCFS), the local Department of Social Services (DSS), the Child Adult Care Food Program (CACFP) and the Child Care Council of Suffolk, in respect to the Legally Exempt Enrollment Services. Additional undertakings include communication with the Executive Director and/or Deputy Director and the Legally Exempt Director, to assist and acquire further knowledge of policy and procedures within Legally Exempt.

Job Description

·        Process/review initial and re-enrollments of Legally Exempt Enrollment applications for completion and accuracy within the given deadline.

·        Maintain the Quarterly Standard PerformanceLevel for reviewing for completeness and following required procedures for obtaining missing information within the allowable time.

·        Enter provider/parent information into database CCFS and CCFS2 (Child Care Facility System).

·        Maintain case files and appropriate entries into CCFS in the time, manner and form required by NYS OCFS.

·        Provide technical assistance to families seeking informal care arrangements.

·        Provide technical assistance to Legally Exempt providers with the application process to meet Health and Safety Regulations415.1 and 415.4.

·        Review/evaluate Comprehensive Background clearance which consists of:

o  Criminal History Record check with NYS DCJS

o  National Criminal Record Check with FBI

o  NYS Statewide Central Register of Child Abuse and Maltreatment (SCR)

o  National sex offender registry using the National Crime and Information Center

In addition, the following background clearance checks are required to be conducted where an individual resides or resided outside of New York State in the past five years:

o  A search of the criminal history repository in each state where the individual resides or resided outside of New York.

o  A search of any state sex offender registry or repository in each state where the individual resides or resided outside of New York.

o  A search of the state-based child abuse orneglect repository in each state where the individual resides or resided outside of New York.

·        Communicate eligibility status/enrollment statuswith DSS and the NYS OCFS.

·        Communicate eligibility/enrollment status with the provider and parent.

·        Refer eligible providers to CACFP.

·        Track Pre-Service Training for initial enrollment and Annual Training for providers who are re-enrolling must have completed five hours of training within the past 12 months.

·        On an annual basis, each enrollment agency must conduct on-site inspections of all currently enrolled legally exempt group and informal child care providers with the exception of relative-only in-home childcare providers and relative-only family child care providers, and CACFP participants. Additional inspections may be multi-purpose- such as:

  • investigating a complaint;
  •  
  • monitoring compliance; or
  •  
  • facilitating re-enrollment

·        Tracking/Reporting completed qualifying inspections results in the system of record CCFS2 (Child Care Facility System).

·        Attend mandated training courses to fulfill jobrequirements set forth by OCFS.

·        Perform other duties as assigned by the Legally Exempt Director, Deputy Director, and/or Executive Director.

 

Qualifications, Knowledge, Skills & Experience:

  • Associate’s degree in early childhood or related field, experience with direct service with children, or ability to demonstrate proficiency in the required functions of the job.
  • Knowledge of NYS OCFS regulations and prior work experience in a child care setting (center or home based) is preferred.
  • Excellent verbal, written and interpersonal communication skills, including the ability to communicate effectively and respectfully with a diverse community.
  • Exhibits exceptional critical thinking skills and multi-tasking abilities.
  • Knowledge of basic computer programs such as Excel, Microsoft Word/Outlook, Internet Explorer, and various other office machines (i.e., fax, copier, printers).
  • Must be meticulous and possess accurate and proficient data entry skills.

 

PhysicalDemands/Work Environment:

  • This position requires sitting at a computer desk for prolonged periods of time, keyboarding, and phone use. A headset will be available for the phone upon request.
  • Travel within Suffolk County several days per week is required for this position. Personal vehicles are required for travel with mileage reimbursed. Must possess a NY State Driver’s License in good standing.
  • Presence required at some off-site functions and trainings.
  • Packing, archiving, and lifting closed files into storage closet. Boxes may weigh up to 30 -50 lbs.
